Job Title: Global Fellow – LGBT Rights & Protection Project Manager

THE ORGANIZATION

Heartland Alliance for Human Needs & Human Rights Heartland Alliance for Human Needs & Human Rights is the largest service-based human rights organization in the United States, with over 1,000 employees in Chicago and around the world. Heartland Alliance is currently implementing programs in 15 countries in Africa, the Middle East, Asia, Latin America and the Caribbean. In recent years Heartland Alliance has developed a position as a global leader in health, rights and protections programming for sexual minority populations in the Global South. In Nigeria, Cote d’Ivoire, Ghana, and the Great Lakes Region of Africa, Heartland Alliance is working closely with and supporting local LGBT organizations to address the needs of specific sexual minority populations.

THE PROGRAM

Heartland Alliance is implementing a European Union-funded program to increase human rights protections for sexual minorities experiencing discrimination and violence based on their sexual orientation or gender representation in Burundi. Through this program, Heartland Alliance will invest in the organizational and technical capacity of four Burundian LGBT community-based organizations, provide LGBT individuals with a comprehensive package of medical, psychosocial and reintegration assistance and support the research and documentation of cases of LGBT discrimination and violence in Burundi.

Location: Bujumbura, Burundi

Start date: April 15, 2012

Position Type: Global Fellowship, $500/month living stipend & $250/month housing allowance

Position Responsibilities:

The LGBT Rights & Protection Project Manager will report to the Great Lakes Regional Director while assuming overall responsibility for project coordination, conducting the following activities: Capacity-Building

• Working closely with local LGBT organizations to support their development;

• Conducting organizational and technical capacity assessments;

• Developing and delivering organizational capacity development trainings.

Protection Services:

• Supervising project staff providing medical, psychosocial and reintegration assistance;

• Coordinating grassroots community events and activities at the LGBT community center;

• Developing project staff capacities to provide high-quality LGBT-friendly services.

Advocacy and Documentation:

• Coordinating outreach to civil society organizations and other potential allies;

• Convening regular meetings of the Working Group on Rights and Sexuality;

• Working with local partners to develop tools and systems that identify and capture information on cases of discrimination and violence based on sexual orientation and/or gender presentation;

• Following up on cases of discrimination or violence identified by partner organizations;

• Drafting reports based on cases of discrimination and/or violence against LGBT individuals.

Project Coordination:

• Ensuring program activities align with proposal and expected outcomes and follow established implementation schedule

• Ensuring that project implementation meets donor compliance requirements

• Preparing high-quality and timely donor reports

• Responsible for budgetary control, including maintaining oversight of expenses and procurement

• Contributing to preparing plans, proposals, and budgets for project extensions

REQUIREMENTS

Education and/or Experience:

Required:

• Bachelor’s degree in a relevant field;

• At least three (3) years of work experience in organizational development, advocacy, and/or community-based programming;

• Knowledge of and interest in gender and sexuality, HIV/AIDS prevention, and global LGBT rights;

• Knowledge of and interest in grassroots community mobilization, capacity building and training;

• Ability to work independently with minimal supervision;

• Advanced/fluent spoken and written communication skills in English and French.

Strongly Preferred:

• At least one (1) year of prior field experience working in developing country settings, preferably in Sub-Saharan Africa;

• Program development/proposal development experience a significant plus;

• Experience developing, reviewing and tracking budgets and burn rates;

• Additional global development, humanitarian relief, poverty alleviation and/or international human rights experience a significant plus;

• Experience with other health, mental health and/or legal programs a significant plus;

• Experience managing large scale grants and/or contracts a plus.
