BACKGROUND

Danish Demining Group is the branch of the Danish Refugee Council (DRC) that focuses on human security programming. DDG and DRC have been present in South Sudan since 2006 and currently have operations in seven of ten states in the country. DRC and DDG now work - and share offices - in Juba and Aweil, Northern Bahr El Ghazal, while DDG also maintains separate field bases in Warrap, Unity, Central, Eastern and Western Equatoria, states. While initially DDG’s focus was on traditional Mine Action activities such as Explosive Ordnance Disposal and Mine Risk Education, in 2009 DDG expanded its portfolio to include innovative new work on Armed Violence Reduction (AVR).

DDG now strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions. These go beyond simply reducing the threat posed by explosive remnants of war: we engage communities in seeking out durable solutions to local security problems. A significant emphasis in DDG’s AVR programming strategy is on delivering this assistance through DRC and other partners’ Community Driven Development (CDD) programmes, but DDG also delivers some of its AVR work through its Mine Action teams and maintains a flexible capacity to test, improve and deliver new AVR tools, often working with other partners, for example in the area of SALW control. DDG also advocates at a central level for Armed Violence Reduction through being co-chair of the Conflict Reduction & Peace Building sub-cluster in Juba and through the delivery of published research on armed violence themes.

OVERALL PURPOSE OF POSITION

The AVR Programme Coordinator is responsible for the development and delivery of DDG’s AVR Programme in South Sudan and the further integration of DDG’s AVR work with its Mine Action portfolio and DRC’s recovery programming. The post holder may also be given certain matrix management responsibilities, for example Monitoring and Evaluation as a member of the Senior Management Team. The post-holder will be expected to play a leading role within the Conflict Reduction sub-cluster, working collaboratively with other agencies in the sector.

MANAGEMENT

The AVR Programme Coordinator is line managed by the South Sudan Country Programme Manager. S/he is currently the direct line manager for two AVR Project Managers, one AVR Advisor, one Programme Officer (all international posts) and one Project Supervisor (national post).

KEY RELATIONSHIPS

The AVR Programme Coordinator will also liaise with the DDG Head of Desk for South Sudan, the Head of AVR Programme Development (Nairobi) and potentially other HQ focal points in relation to matrix management responsibilities or organisation-wide initiatives

SPECIFIC DUTIES

• Develop, with above staff, an overarching concept for DDG’s AVR work in S Sudan

• Lead on developing new partnerships with governmental and non-governmental actors and nurture existing partners at a central level

• Attend meetings, conferences and workshops to raise DDG’s profile in AVR and S Sudan

• Chair the Conflict Reduction & Peace Building sub-cluster within the UN Protection Cluster

• Identify and follow up on potential growth areas and funding options for AVR in S Sudan

• Coordinate and contribute to the development of AVR-related funding proposals for S Sudan

• Recruit key staff to support the programme, including consultants for specific tasks as necessary

• Manage, coordinate and support AVR Project Managers and Advisors for funded projects

• Assess training needs for programme staff and champion staff development

• Undertake assessment missions and start-up activities as appropriate to AVR development

• Cover for other SMT members as appropriate to maintain smooth running of DDG programmes

• Undertake matrix management and other delegated tasks as necessary

PERSON SPECIFICATION

• Masters degree in a relevant area (social sciences, development, peace studies etc)

• A minimum of five years’ relevant field experience gained in post-conflict countries

• A minimum of three years project/programme management experience

• Experience working on multi agency or cross-sectoral programmes preferable

• Good grasp of project cycle development and problem analysis

• Excellent budget management skills

• Proven ability in designing and implementing Monitoring & Evaluation frameworks

• Strong training, mentoring and facilitation skills

• Fluent writing skills in English, preferably with publishing experience

• Demonstrable cultural sensitivity and security awareness

CONDITIONS

Duty station: Juba, South Sudan, with significant travel and time spent in the field. This is a ‘non-family duty station’ and applicants must be prepared to live and work in an unstable security environment with limited recreational and social facilities.

Contract: 12 months - with a possibility for extension, subject to funding. Salary and conditions in accordance with DRC’s Terms of Employment for Expatriates (please refer to www.drc.dk under Vacancies). This position is offered at salary level C2 and attracts a generous R&R benefit, in addition to standard annual leave benefits. Applicants may be shortlisted on a rolling basis. Appointment is subject to confirmation of funding.

Start date: Monday 23. April 2012 or soon thereafter.
