Terms of Reference for Leadership, Governance and Administrative Training for the Mara Division Development Programme Board and Management Committee

Introduction

Action Africa Help International (AAH-I) is a Non-Governmental Organization with headquarters in Nairobi, Kenya. AAH-I has over 20 years experience of working with livelihood challenged communities in Africa facilitating programmes in South Sudan, Uganda, Zambia, Somalia, and Kenya under three main themes: 1. Basic services - primary health care, education and water and sanitation. 2. Food and income security and environmental management 3. Civil society strengthening and peace building

Project Background

The AAH Kenya programme has been working in the Mara Division of Narok County since 2005 through “Improving the Standard of Living of Pastoralist Communities in Mara Division Kenya” project aimed at initiating development activities within a strongly community-based approach by mobilizing local communities in the 14 sub-locations of the Mara division. This was done through the Participatory Integrated Community Development (PICD) approach to identify and prioritize the needs of the respective communities. Community Action Plans (CAPs) formulation was done and Community Development Committees (CDCs) for each of the 14 sub-locations were formed to oversee their implementation.

An important outcome of the PICD process was the creation of the Mara Division Development Program (MDDP), an umbrella organization comprising of representatives of the 14 CDCs which was registered as a CBO (Community Based Organization) to coordinate and oversee the implementation of the identified community micro-projects, and support the CDCs on advocacy & resource mobilization.

The capacity of the CDCs and MDDP was to have been further strengthened in the next phase of the project, which never materialised. Funding from the back-donor could not be extended beyond the 12 months initial phase. AAH-I through small level of funding largely from AAH-Germany continued to support community on their micro-project initiatives. Over the years, some sub-locations with active CDCs have performed remarkably well in implementing a good number of prioritized micro-projects which have included health, education and water facilities. Communities have been able to organize themselves to raise funds through the members, the local Government, local agencies and tourist camps within their area, with some limited financial and technical advice from AAH-I. Although the participatory approach the project has adopted has proved effective, it is nonetheless still far from being sustainable.

In 2011 Horizont3000 made contact with AAH-I to explore the possibility of a one off-grant offer to build on the previous efforts in Mara. The 2005 funding was made through Horizont3000. The discussions came to fruition with a one year contract to AAH-I to build local capacities of the community-based structures in Mara – hence the basis of this TOR

Objective

AAH Kenya is seeking the services of a consultant to undertake training to address identified capacity needs for the MDDP and CDCs in order to strengthen them to better plan, mobilize & manage resources and provide oversight leadership and thus steer community based development efforts in a more effective way.

Scope of Work

The Consultant is expected to conduct a 6-day tailor-made training for seven (7) MDDP Board Members and five (5) members of the MDDP Management Committee. The Consultant will endeavor to use different adult learning methods during the workshop to enhance delivery of content and to bolster participants’ experience. Specifically the Consultant will be responsible for the following tasks: 1. Design a 2-day training curriculum on Leadership and Governance in the context of MDDP 2. Design a 4-day training curriculum on administrative and operational procedures 3. Conduct 2-day training for the MDDP Board on Leadership and Governance

The training will be tailor-made to the specific needs of the participants and should cover amongst others, the following broad issues: • Corporate governance (concepts, principles and practices) • Role and Functions of the Board; the legal duties and liabilities of Board members. • How to make the Board more effective (composition, managing Board processes, Board dynamics etc). • The Role of the Board in providing strategic direction. • Appreciating Financial Reports (interpreting Financial Statements, Budgeting, Developing key performance Indicators etc). • Risk management • Corporate Governance Reporting and Disclosure for Competitiveness; etc.

Conduct a 4-day Training for the MDDP Management Committee on Administrative and Operational Procedures

The aim of this training is to support MDDP to develop and put in place standard operational tools for administrative and technical accountability. Specifically, the consultant will conduct practical training on standard management procedures and support the establishment and operationalising of administrative tools that will include financial, HR and procurement.

Key Outputs

It is expected that at the end of this assignment, participants i.e. the MDDP Board and the Management Team will have developed a clear understanding of their roles and functions. Specific key outputs of this assignment will be: 1. 2-day training for the MDDP Board on Leadership and Governance 2. 4-day Training for the MDDP Management Committee on Administrative and Operational Procedures 3. Terms of Reference (TOR) for the MDDP Board and Management Team that clearly captures their roles and responsibilities 4. Board Tools – Governance Manual; Code of Conduct; Performance Monitoring Tool; Membership Criteria and a Succession Plan. 5. Training Reports – one for each training
6. Administrative and Operational Manuals – Finance & Accounts; Human Resources and Procurement and Stores

AAH-I’s Inputs: AAH-I will facilitate the consultant’s travel and upkeep to the Sekenani area in Mara Division where the training will be held. The Consultant is expected to work closely with the AAH Kenya team during preparation and implementation of the training.

Competences and Experience: AAH Kenya is seeking the services of a Consultant with a thorough understanding of Leadership, Governance and Management. Experience and evidence in undertaking similar assignment for CBOs will be necessary and the individual must demonstrate an understanding and experience in capacity building in these three areas. The Consultant should have Degree qualification in the relevant fields and at least 5 years experience. He/She should have demonstrable experience and proficiency in community based training and adult training methodologies. Timeline:

Working with the AAH Kenya project team, and reporting to the Country Program Manager, the proposed assignment is planned to take (10) days (including preparation of documents) between April 14th-23rd 2012.
