Purpose: UMCOR seeks a highly qualified Basic Primary Health Care Consultant with demonstrated experience in program planning, strategic proposal development, donor networking, capacity building and designing interventions to address integrated Basic Primary Health Care (BPHC) needs in South Sudan, Africa. The consultant should demonstrate experience with the Global Fund to Fight HIV/AIDS, TB and Malaria, USAID, UN, WHO and other institutional donors. This position play an important related sector role in the United Methodist Committee on Relief’s (UMCOR) new business development and fundraising in South Sudan. It is anticipated that the position will be for a one (1) month period, with a possible extension(s), and will be based in UMCOR’s country office in Juba, South Sudan with extensive travel throughout the country as necessary. The consultant will be responsible for providing strategic planning and positioning of UMCOR in BPHC programming and related capacity building and training of in country staff as necessary. Topical areas of focus, in addition to BPHC, will highlight malaria prevention and treatment. The consultant reports directly to and takes direction from the UMCOR South Sudan Head of Mission, with direct technical guidance and coordination from the UMCOR Director of Global Health, Director, Business Development and other HQ related staff.
Essential Functions: Identifies funding opportunities and coordinates UMCOR's application for them including writing the proposal(s); and identifies programmatic areas which are underserved by the NGO sector and which UMCOR with its mission or wider institutional knowledge is well placed to fill. The consultant will liaise with donors in order to identify funding and make an application.
• Conduct a stakeholder and program analysis of UMCOR South Sudan’s health strategy and provide comprehensive written recommendations to UMCOR within the first 30-days. • Identify gaps and funding opportunities in the health service delivery system at county and state levels within UMCOR operational areas and advise on the extent to which UMCOR could participate in addressing those gaps • Assist UMCOR South Sudan in developing strategic partnerships with Donors and others actors in the health sector. Consults with all relevant stakeholders, including government ministries, international agencies and NGOs, and community leaders to develop program ideas; • Conduct field visits to meet with local leaders of communities and all other stakeholders as a component of targeted assessment and analysis;
• Consults closely with UMCOR’s South Sudan and HQ staff to develop sound concepts and plans of operation for a program; Identify funding opportunities and assist in the direct development of at least 2 proposals. • Works with UMCOR’s Finance Director to help develop a budget for the proposed program; • Liaises with the UMCOR HQ staff on technical issues, resolve proposal questions and finalize proposals. • Assist UMCOR South Sudan in initiating the development of the country health strategy based on assessment, analysis, technical review and positioning work in Health in South Sudan.
Requirements: The position requires an advanced degree in public health, related health sciences and/or relevant disciplines with applicability to international public health care programs, preferably within the public or the international NGO sector. At least 5 years’ experience in international public health or managing Health Systems Strengthening (HSS) projects in/for developing countries, including involvement in planning, human resource development and management. Experience in HIV/AIDS,TB, Malaria, MCH, FP and/or nutrition initiatives in Africa required. Familiarity and experience working with the South Sudan health care system, the Ministry of Health and other development organizations in South Sudan is an added advantage. Experience advocating for and overseeing HSS intervention replication and scale up desired. Demonstrate a strategic vision, leadership qualities, depth and breadth of technical and management expertise and experience in positioning an agency in health related programs. Possess strong interpersonal, writing, and oral presentation skills. Prior experience as a direct supervisor, Chief of Party and/or as director of related projects and/or programs. Knowledge and experience with faith based organizations a plus.
