Background
Following on the declaration of independence for the Republic of South Sudan on 9 July 2011, the new nation has now embarked on a process of state-building that seeks rapid capacity development in all areas of governance, and the quick delivery of peace dividends and development results. The South Sudan Development Plan (2011) signals wide ranging ambition, whilst also seeking key areas of support from both national and international actors. Amongst the core principles in the SSDP is a commitment to mutual accountability between the State and its’ citizens.
UNDP South Sudan therefore seeks to implement a programme focused on enhancing voice and accountability between the State and citizens through support to both houses of the National Legislature, Civil Society and the Media. Capacity development initiatives will be instituted at the individual, institutional and organizational development levels. UNDP will seek collaboration with UNMISS which has the mandate to support the government in such areas as constitutional and electoral processes in the implementation of the project.
The objective of the programme is to contribute to the alignment between the development interests of citizens and the political and economic priorities of the State. The purpose is to support the strengthening of the oversight and accountability architecture within government, and enhanced capacity of civil society and the media to exercise their voice and influence in national discourse on development policy and governance processes. The project is premised on a state building approach, which is defined as “action to develop the capacity, institutions and legitimacy of the state in relation to an effective political process for negotiating the mutual demands between state and societal groups.”(OECD). The State building dynamic is a process that requires continued engagement with societal groups to win and maintain their consent to being governed post conflict; and is a crucial part of responsive state-building.”
UNDP now seeks a Programme Specialist - Democracy and Participation to facilitate project start-up and provide quality assurance during implementation.
Duties and Responsibilities
Under the direct supervision of the Democratic Governance Unit Team Leader, the Democracy and Participation Specialist will support the startup and implementation of the Democracy and Participation project in close collaboration with the Project Manager, Project team and project’s counterparts. The main functions of the Democracy and Participation Specialist post are:
Lead in the process of startup, formulation/design and initiation of the Democracy and Participation Project including the finalization of the programme document, AWP and budgets according to UNDP procedures;
Oversee the management and use of the programme financial resources
Ensure the timely submission of regular progress reports on project implementation as required (progress against planned activities, expenses against estimated budget, etc.), as well as the appropriate filing and availability of documentation required for internal and external evaluation purposes;
Lead in the creation and implementation of a system for regular monitoring and impact assessment of the project activities;
Lead in the formulation of capacity building activities for the Legislative Council, State Assemblies, CSOs and the Media to support participatory democracy including completion of capacity assessments, and focused interventions that foster citizens’ participation and accountability
Ensure the integration of gendered perspectives in programming activities
Prepare baseline analysis and issuance of background papers and documents regarding democracy and participation in South Sudan as required;
Facilitating dialogue and consultation around key milestones in the transitional period in South Sudan including constitutional reform and passage of key laws
Identify, liaise and work with all relevant local, national and international governmental and non-governmental actors forging synergies to maximize the project impact;
Facilitate the maintenance and development of relevant professional contacts and networks of cooperation with relevant practitioners, policy makers, academics and the international community working in South Sudan
Contribute to the UNDP democratic governance networks including dissemination of the best and innovative practices of the Democracy and Participation project
Advise the Democratic Governance Unit and senior management on all matters pertaining to the democratization process in South Sudan and collaborates with other UNDP Offices and programmes as required;
Facilitate and participate in the formulation of joint work plan with UNMISS on areas of joint collaboration
Carries out other duties as assigned by the Team Leader or any person designated by him/her.
Impact of Resultes:
The expected impact of the project is increased confidence in the legitimacy and capability of the government and its' representatives to transparently allocate, and account for public resources; and to effectively deliver development results in favor of the citizens of South Sudan, with particular regard for women, the poor and the marginalized

Required Skills and Experience
Education and Experience:
Advanced university degree (Masters or equivalent) in Political Science, International Relations, Public Policy and
Administration, Development Economics, Social Sciences, Law, Human Rights or other relevant discipline.
Minimum of five (5) years of relevant experience at senior professional level, preferably in developing and managing of similar initiatives, ideally with experience in team management, analytical and practical work for democracy and participation support projects at national, regional or international level in multilateral and/or intergovernmental institutions;
Specific field experience, knowledge of the country and familiarity with democracy support initiatives in South Sudan as well with comparative experiences are highly desirable;
Experience in handling research tasks and analyzing information, writing, reporting and conveying knowledge
Experience working in post-conflict environments contexts an advantage
Advanced computer skills and strong knowledge of various software including Excel, PowerPoint and Word
Language Requirements: Excellent drafting and spoken English capabilities
