Uganda – Governance, Civil Society, and Conflict Management Positions

International Resources Group (IRG) seeks candidates with significant experience in local government, civil society strengthening, and conflict management for anticipated USAID-funded programs in Uganda. We are looking for expressions of interest from qualified candidates interested in positions in the following focus areas:

Local Governance and Decentralization • Local/Municipal Governance Reform -- Administration and Management • Democratic Decentralization Policy Implementation • Service Delivery on agriculture extension, community health, education, natural resource management • Local/Municipal Government Financial Management/Budget Process • Fiscal Decentralization • Local Taxation/User Fees • Land Use Planning/Management • Public Expenditure Tracking Systems Civil Society, Community Development, and Media • Advocacy • Organizational Development • Civic Education • CSO Board Development • Civil Society Law • Community Media • New Media • Community-Driven Development (CDD) • Local Government Budget Monitoring Conflict Management • Conflict Management and Peace-building • Water Resources, Veterinary and Livelihood Strategies for Pastoral Communities • Land Rights and Alternative Dispute Resolution • Climate Change and Conflict Mitigation Qualifications: • Experience working on local government, civil society strengthening, and conflict management programs • Experience working on donor-funded development programs (USAID experience preferred) • Relevant and recent experience in Uganda and/or region (Horn and East Africa) • Experience in conflict/post-conflict environments • Bachelor’s degree required, Master’s degree preferred (in relevant field) • Team player, willing to work closely with and under the direction of USAID • Strong interpersonal and intercultural communication skills • Fluency in English required; knowledge of local languages highly desirable
